enrollment fees the house armed services committee, of which i'm a member, and other defense committees have declined to grant the authority for these fee increases. my amendment would do nothing more than ensure that the fund in this fact are not made available to implement any new enrollment fees in the tricare for life program. year after year we hear from the defense department that health care costs of our soldiers and veterans are spiraling out of control and tricare is crippling the d.o.d. with its rising costs yet for the past two dwhreerks pentagon has found a way to reprogram hundreds of millions of dollars from defense health accounts to higher priorities. these reprogramming actions totaled $70 million last career in 2012, and $500 million in the -- in the prior year in 2011. explained that the surplus was due to uncertainty about medical installation and health care use and the impact of continual benefit changes and efficiency initiatives. if there is uncertainty about costs, the assertion cannot be made that added fees are necessary for even our most senior veterans. d.o.d.'s

that could discredit a key witness who helped convict ingmar guandique of levy's death. defense attorneys have said they intend to request a new trial based on the information. levy's 2001 disappearance became international news after she was romantically linked with then- modesto rep. gary condit. eight people, including three children, were injured after an explosion shook this south philadelphia neighborhood late saturday morning. one home was destroyed and two others were heavily damaged. neighbors pitched in to help rescue those inside the homes. witnesses explains what happened. >>:"i saw the whole house was down. i saw the house next to it was falling over. i saw firemen. this dude was burnt up. they were hosing him down with the fire hose." . there were a lot of legal things going on with the case. second degree murder, lesser included defense. lots of issues. we spent a lot of time as attorneys questioning people saying can you set your emotions aside. that's very important. it's part of our system. >> juror b-29 said she did. >> she thinks he was guilty, but the evidence wasn't there. i have been on a jury. >> they won't let me. >> i'm surprised they let me. i let someone walk free that i think was probably guilty. part of the issue is what's reasonable doubt. >> yes, reasonable doubt. the mind of extremely high standards. one of the arguments was did the prosecutor overcharge? one of the things that's a problem, now you have two confusing legal theories. it's all these technical things. the prosecutor made a choice. they did the best job they could with the facts. people are getting upset. if you watch the trial every day and watch this evidence, you may, you know, as juror, now there's pressure to come forward and explain yourself. >> does it help -- i know it helps attorneys if the jurors speak out, but is it smart for the j
